Ed
Byrne, P.C., and Regional Planning Services exist to help landowners
more effectively share with neighbors and governmental decision-making
bodies the vision they have for future development of their property.
Running the gauntlet of meetings and hearings required in the West to
secure a building permit requires active listening skills and the sort
of preparation found in a grassroots political campaign. The rules governing
the exercise of discretion by land use boards, commissions and councils
have become more subjective and more visually-oriented, requiring new
presentation tools and different strategies of persuasion. The ability
to facilitate public discussion involving people with strongly held, but
potentially conflicting opinions, involves more art than science. We have
experience in all of these critical areas.
We
believe growth is not inherently "evil" -- It can produce
positive or negative change. We believe land use patterns in the West
must change over time to enable our communities to have a more sustainable
future that improves our quality of life and reduces resource consumption
and waste production. The private and public sectors will have to work
together to create such positive change. Citizens will have to embrace
projects that make things better, and oppose development that makes things
worse; knowing which is which is the real challenge. If you or someone

Ed
Byrne is a former land use attorney for the City of Boulder, Colorado,
Director of Operations for Colorado Ski Country USA, and Government Relations
Director for Boulder's Chamber of Commerce. In 1996, he was a candidate
for Boulder County Commissioner.
Ed has experience facilitating inter-jurisdictional long range
regional planning efforts, representing both public and private sector
clients. Since 1994, Ed has also worked as an attorney representing hundreds
of clients in Boulder County, Colorado's front range communities, and
Colorado and Utah's mountain resort communities. He has developed unique
multi-media presentation techniques for effectively persuading citizens
and elected or appointed decision-makers to support good projects that
enhance our quality of life or oppose bad ones that may harm it.
